Rick Farrell serves as the Executive Director of the Consumer Alliance for Postal Services. During the Clinton Administration, Mr. Farrell was Associate Administrator of the Environmental Protection Agency, heading the Office of Policy, Economics and Innovation, which is the principal policy and economics advisory group for the Agency. He previously served as Director of Management and Administration at the Department of Energy, heading a 600-person organization responsible for all management activities of the Department; this included human resources, procurement, information management, and administrative services.
Prior to his Federal appointments, Mr. Farrell was a member of the Governor's Cabinet in Florida as Secretary of the Department of Business and Professional Regulation, the primary regulatory and consumer protection agency in the state. He began his career in Washington on the staff of Senator Lawton Chiles as both Legislative Director and Chief of Staff.
From 1988 to 1994, Mr. Farrell worked in the private sector as Vice President of Syntex Corporation, a worldwide pharmaceutical and medical device company, directing the government affairs program. He holds undergraduate and graduate degrees from Florida State University.
